Step 2 is the one to start early. Both accounts are enrolled as an organization, so you need a registered business with a D-U-N-S number. Apple's D-U-N-S help page says a new number is free and can take up to 5 business days, and your business may already have one. Apple's enrollment page and Google Play's requirements list the rest.
